In the fast-paced real estate industry, where deals are often measured in square footage and bottom lines, a quieter revolution is underway, led by women who are transforming the industry not just with business acumen but with heart. With nearly two decades of experience shaping Panama's luxury real estate landscape, Victoria Levitam stands as a visionary leader blending entrepreneurial precision with deep market empathy. A licensed professional with a degree in Marketing and Sales from the ULACIT, Victoria's journey has been marked by close collaborations with the century's most forward-thinking developers, many of whom helped shape not just the skyline of Panama but its regional influence.
Victoria gained recognition for her leadership in the Ocean Reef Islands project, demonstrating discipline, strategic thinking, and fiscal accountability, cementing her reputation as a force in landmark developments across Latin America. She envisions curating and representing only the most values-driven developments, collaborating with peers who aren't just building projects but leaving legacies. For her, real estate remains profoundly personal, a business built on trust, long-term relationships, and service excellence.
What inspired you to foray into the field of real estate?
Back in 2004, I was working in data and communications. At the time Panama's real estate sector was booming and I went for an interview with a real estate developer. I was hired and placed in a sales office in Costa del Este, and that's how my journey in real estate started. Over the past 20 years, I have had the opportunity to work side by side with top developers and architects, shaping everything from floor plans to master-planned communities. For me, real estate became the perfect way to blend my love for design, lifestyle, investment, and creating unique experiences.
Take us through your entrepreneurial journey and your core area of expertise.
Right after the pandemic, I launched PARS (Panama Realty Services) Boutique Real Estate & Consulting Service, a boutique real estate brokerage in Panama focused on high-end investment properties. This eventually led to the founding of The Agency Panama. As the Managing Partner, I lead strategic investments, mentor the team, and form global partnerships. My strength lies in curating developments that balance architectural design, emotional connection, and smart investment strategy. I get involved from the very beginning, working with developers and architects to shape a concept, consult on the project, craft a distinct value proposition, and then help bring it to life as a lifestyle-enhancing, investment-worthy experience for a very curated group of clients.
Introduce us to The Agency Panama.
The Agency Panama is a specialized real estate firm, specializes in consulting for new developments, particularly in raw land that could become masterplanned communities. The agency's new development team has already placed five-star hospitality brands globally.
I am currently consulting on three major projects at Ocean Reef Islands and acting almost as a commercial director alongside landowners. We operate as master brokers for upscale, internationally appealing developments and offer a comprehensive range of services, including relocations, exclusive listings, offmarket deals, buyer’s guides, market research, and new development consulting.
The Agency Panama offers a turnkey real estate experience, focusing on securing residency, settling in, and making smart investments. It's a boutique, highend brokerage with strategic alliances with top legal firms.
What challenges do you encounter as a real estate leader? How do you navigate through these roadblocks successfully?
One of the biggest challenges we face in Panama is the lack of accessible, up-to-date data for detailed market analysis. Unlike in the U.S., where you can easily pull comprehensive stats on agents, pricing, and transactions, we don’t have that kind of centralized or reliable MLS system here. That makes it harder to track real-time trends or provide precise insights for investors.
In order to resolve this, I am working on creating my own market analysis, partnering with consulting services to fill in those data gaps. We are building reports that show how the market has performed over the last two to three years and what the projections look like going forward. It helps us guide clients with real, relevant insights, ensuring that every investment decision is backed by fieldwork, partnerships, and a strong understanding of Panama's evolving market.
Looking back at your professional journey, what key milestones have you achieved so far?
One of the most powerful milestones in my journey was finding the courage, as a woman and a single mom of three, to leave an 18-year career with top developers and start my own company. That decision changed everything. Going out on your own makes you fully accountable not to someone else, but to yourself, and that’s where true growth begins.
"There are people with talent, but consistency, resilience, and repetition make you truly relevant in the long run, because you want it more"
It becomes more meaningful knowing that my story can inspire other passionate, capable women to rise beyond their own expectations and build something extraordinary. We still live in a world where women have to work twice as hard to be heard, but I believe in being prepared, staying educated, and bringing a unique value proposition to the table. With creativity, resilience, and the powerful global network that The Agency brings to Panama, we’re not just playing the game, we’re changing it.
How is Panama’s real estate landscape evolving and which industry trends must one watch out for?
Panama is evolving at an incredible pace. For two years in a row, it's been named the #1 retirement destination, and it's organically becoming a true hotspot for international investors. There has been a rise in demand for branded residences, wellness-centric living, second homes, and migration-based development. Due to its favorable tax laws, strong workplace connectivity, and safety, the country is emerging as the region's dynamic real estate hub, with a focus on digital connectivity, community-driven spaces, and remote work culture. With AI, Bitcoin integration, and progressive government support, Panama is welcoming a new wave of world-class citizens based on lifestyle and opportunity.
