Ilya Espino de Marotta Becomes 1st Woman to Lead Panama Canal

Ilya Espino de Marotta officially assumed office as Administrator of the Panama Canal on September 7, beginning her seven-year term leading one of the world’s most strategically significant waterways.

Her appointment marks the culmination of a long career with the Panama Canal Authority, spanning technical, operational and executive responsibilities. Ilya joined the Canal in 1985 as a marine engineer and was the only woman engineer working at the shipyard of the then Industrial Division.

Over the years, she took on a series of senior positions across different areas of the Canal’s operations and administration. Her experience includes working in the Engineering Section of the Dredging Division, the Mechanical Engineering Section of the Engineering Division and the Accounting Division, where she served as a valuation engineer.

Ilya also coordinated the Maritime Operations Department’s Investment Program and contributed to the Canal Master Plan Coordination Team. She later worked in the Program Development Office and served as Executive Manager of Resource Administration and Project Controls, building extensive experience before taking charge as Administrator.

“Forty-one years ago, I came here to learn. Today, it is my turn to lead, but my conviction remains exactly the same; to serve Panama with honesty, discipline, and profound respect for this institution. My commitment is to remain focused on efficiency, transparency, and ethics, because every dollar we manage at the Canal belongs to Panama, and that is how we will treat it. I accept this appointment with a profound sense of duty and with absolute confidence in the people who make it possible to run the Canal every day.” said Ilya.

Later, she served as Executive Vice President for Engineering and Program Management where she played a key role in the execution and completion of the Panama Canal Expansion Program, which is one of the most significant engineering and management undertakings in Panama’s history.

After this project, she became Vice President for Operations, and was appointed Deputy Administrator of the Panama Canal on January 1, 2020. In January 2024, she was appointed the Panama Canal’s first Chief Sustainability Officer.

It took place at the Administration Building and was attended by the President of the Republic of Panama, Jose Raul Mulino; Minister for Canal Affairs, Jose Ramon Icaza, Chairman of the Canal Board of Directors; members of the Canal's Board of Directors; outgoing Canal Administrator Ricaurte Vásquez Morales; government officials and other Canal employees.

“With this inauguration, Panama demonstrates once again its ability to transfer the leadership of its most important asset through strong governance, clear rules and processes, and institutions that work. All Panamanians should be proud of our Canal. Let us support the leadership of the new Administrator,” said Minister Icaza.

Administrator Ilya will implement the Panama Canal's Strategic Vision for the years 2025-2035. The goal of this roadmap is to guarantee water security, improve the Canal's reliability and resilience, diversify its services, and solidify Panama's status as a global logistics, maritime and energy hub.

The administration's major goals include the development of the Río Indio reservoir, construction of new port facilities on the Atlantic and Pacific coasts, and dedicated energy and logistics corridors.

The projects will work together to improve the operational capacity of the Canal, diversify its revenue sources, make the Canal's maritime route more competitive and boost the economic impact of the Canal on Panama.

The ceremony is just the beginning of the Panama Canal's history, and it underscores the continuity of the institution, of which it is a part, that is based on merit, experience, and orderly succession of leaders. This change marks a new phase where the Canal aims to continue to play a vital role in world trade while enhancing the advantages it offers Panama.
