Micronesia Women Entrepreneurs to Benefit From $5m ADB Initiative

Women-owned businesses in the Federated States of Micronesia (FSM) are set to receive greater financial support under a new $5 million initiative backed by the Asian Development Bank (ADB) and the Federated States of Micronesia Development Bank (FSMDB).

The programme will expand financing for small and medium-sized enterprises (SMEs) across the Pacific nation, while ensuring that at least half of the funding reaches women-led businesses. The initiative also combines access to capital with business training and improvements to FSMDB’s lending infrastructure.

For ADB, the project represents a significant step as it becomes the institution’s first private sector project in the Federated States of Micronesia. The financing is intended to help smaller businesses sustain their operations, invest in expansion, and become more resilient to economic disruptions.

The funding comprises a $4 million loan from ADB’s ordinary capital resources and up to $1 million in reimbursable grant support through the private sector window of the Asian Development Fund. The grant is being provided under the Wayfinder (Pacific) Program, which uses blended finance to support private sector investment in Pacific economies.

Women entrepreneurs in FSM often encounter several obstacles when seeking formal finance. Limited collateral can prevent businesses from qualifying for loans, while lenders may consider smaller enterprises riskier borrowers. Gaps in credit information can make it harder for financial institutions to evaluate businesses, while limited financial knowledge and a shortage of tailored lending products can further restrict access to capital.

The new programme seeks to address these challenges through a combination of finance, skills development and financial-sector innovation.

As part of the initiative, technical assistance will provide training to at least 250 women-led SMEs. The support will focus on strengthening entrepreneurs’ business and financial capabilities, enabling them to better understand lending requirements and manage their enterprises.

FSMDB will also create a financial product specifically designed for women entrepreneurs. The move could provide businesses with financing options better aligned with the circumstances and challenges faced by female business owners.

The project will additionally support the digitalisation of FSMDB’s loan monitoring and collection systems. This is expected to improve the bank’s ability to manage its lending operations efficiently, particularly across FSM’s islands.

FSMDB already provides finance to businesses operating in key parts of the local economy, including tourism, agriculture, fisheries, construction and services. The institution, established in 1979 as a government-affiliated development finance organisation, had a gross loan portfolio of $49.7 million in fiscal year 2025.

ADB North Pacific Advisor Aziz Haydarov highlighted the contribution of women entrepreneurs to FSM’s economic growth and resilience. Greater access to finance, he noted, could have wider benefits for communities and households that rely on income generated by women-led enterprises.

The initiative is expected to have an impact beyond its initial financing. By strengthening FSMDB’s digital systems, developing targeted financial products and improving entrepreneurs’ capabilities, the programme aims to build a more inclusive SME financing ecosystem in Micronesia.
