South Korea Appoints Han Seong-sook as Prime Minister

South Korean President Lee Jae Myung has appointed Han Seong-sook as the nation's new prime minister, despite a boycott of the confirmation vote by the main opposition People Power Party (PPP). The presidential office made the announcement late Tuesday and Han will start her role on Wednesday.

The confirmation motion was passed by the National Assembly on Tuesday night with 166 lawmakers voting in favor. The ruling Democratic Party (DP) which took 161 seats in the 300-member legislature was able to clear the required 151 votes. The PPP, which has been protesting against Han's nomination due to some controversies, refused to cast their votes.

The boycott came after allegations of a data breach involving a government-backed program to support startups in an audition format were made last week. The controversy raised a question about the tenability of Han for the second highest executive post of the nation, prompting PPP to raise the issue. But the ruling party defended the nominee by saying the accusations were not sufficient to cast doubt on her administrative experience and innovation policy work.

Han has succeeded as the second prime minister of the government of President Lee Jae Myung that was inaugurated on June 4 last year. She takes over from Kim Min-seok, who resigned on Tuesday after announcing his resignation on June 7. Kim's resignation has been broadly interpreted as a ploy to make way for a bid to assume control of the Democratic Party.

Han was the Minister for Small and Medium-sized Enterprises and Startups in the Lee administration prior to becoming prime minister, and had been responsible for policies to support startups, entrepreneurs and small businesses. The appointment comes as another indication that the administration's focus is innovation, digital transformation and boosting South Korea's startup ecosystem.

Prior to his government career, Han had a successful tech career. From 2017 to 2022, she was CEO of Naver, South Korea's largest Internet platform company. In her time with the firm, she has helped grow the firm's digital footprint and reinforced its presence in artificial intelligence, e-commerce and online content. Han also won praise as one of the nation's top female business leaders, one of just a few women to lead a large South Korean tech firm.

Her move from industry to public service has been referred to as a wider movement to recruit seasoned industry professionals to the policymaking sphere, especially in technology, digital innovation and economic competitiveness fields.

Han's appointment coincides with politically sensitive times, when tension is high between the ruling Democratic Party and opposition PPP. The ruling party's legislative majority secured her appointment while the boycott by the opposition reflects ongoing ill-feeling over government appointments and accountability.

As prime minister, Han will be responsible for coordinating the activities of government ministries and help implement the policy agenda of President Lee. It is believed that her leadership will be in the economic growth, innovation, support for small businesses and start-ups, and in making South Korea more competitive in emerging technologies. Her act will be under a microscope for all the attention she's going to receive from the administration as it tries to balance economic needs with political pressures.
